A 9 year old cannot own a firearm, but can shoot a firearm under the supervision of a adult. I have been shooting guns since I was 11 years old (23, soon to be 24). In this situation, they were doing almost everything right (the parents) by teaching their child how to shoot under the supervision of a range instructor. I will say that I do not understand why they would allow her to shoot a full automatic Uzi, as they are known to be unpredictable due to recoil.. It's truly a horrible accident, and I wouldn't let me future children shoot a gun like that because it requires a lot of control.

In my State (Florida), you can own a rifle/shotgun at age 18, and a pistol at age 21, however any age can shoot a firearm under the supervision of a adult.
