So randomly my main monitor will become all static. So far it has not happened when in a game mostly just web surfing but it render the monitor completely useless and cannot do anything. I usually just restart the computer and go from there. But its strange because it only happens when I go to watch a youtube video or something using flash from what ive noticed. I honestly hope its not the video card because its brand new. I got it maybe 3 weeks ago and this problem started a week ago. Never happened with the old card
The old card is a 6950

Ya I would say its the graphics card.

I do have access to my old card. However my secondary monitor does not have this problem. Only my primary. I can so use my secondary when this happens and everything functions normally.

    My mustache is skeptical.

So Primary is HDMI. And the screen goes fuzzy. But 2nd monitor works fine through DVI. Does your primary display have any other inputs other than hdmi? If so, try them out. If not, if you have another HDMI cable, try that out. or if your secondary has an hdmi port use the hdmi from the primary for the secondary

Since the problem only occurs on the one monitor, It can either be a bad cable, or bad connection on the input to the monitor or the output of the graphics card.

So swapping out the graphics card with a good one will also help the cause
