What does multiple offender mean?

I have noticed browsing through the ban list people baned for multiple offender . what does that mean?

It means they have multiple offensives, so they may of broken a rule many times, and not of been banned for it, but when they are banned we put it under multiple offensives (if we know they have broken rules lots)

It can also be used if they have broken many rules, and been banned before, it makes the AO's look, as they may need a perm ban due to multiple offensives.

It is sometimes used for things like, if someone is rude and nasty to people and they need a ban, we put it under that.
