I cant see any huge enough gameplay difference between GH4 and RockBand2 to say one is better than the other, But GH's drum kit looks better. Though you can buy RockBan 2's ION Kit.
It seems to suit you better bleeding out the eyes

In GH:WT, I know you can make your own music, but in Rockband there is more DLC and there is Jukebox mode. I might try and get both just because they have different songs and to see what it is like with the new GH guitar, but I wouldn't say one is definitely better than the other. It is just whatever suits what you want in a rock band styled game.

Rock Band 2 will have over 500 playable songs by the end of the year. Not to mention I believe GH's drumkit is only three pads (?) Neversoft (the people who took over GH3 and World Tour) just like to add notes into songs to make it seem more challenging, but if your looking for a game similar to real playing pick up Rock Band.
Btw, the Neversoft guy said at an interview they were the first to have both singing and drum playing in a new game. Then one of the reporters asked "What about Rock Band, which came out way before," to which he didn't respond.

I'll buy the game for my PS2, I only like playing guitar anyways. I think the playlists for both games has improved greatly.
