Im not sure if haggard expects this but maybe you could write a check or money order. Maybe as soon as he gets it you would get admin( if approved). Then just send it 5 days or so before your admin ends every month.

Not sure though you would have to ask haggard.

Checks and even money orders are a big inconvenience, especially for such a small amount and doubly so if they're international...what you could do is get one of those prepaid debit cards that you can load up with cash and can be used online like a credit card, then pay with that (you don't even need a paypal account to pay with a credit card).
