Trouble uploading .gif as Avatar

This probably isn't the right section, but whatever.

It says:

Note: The maximum size of your custom image is 125 by 125 pixels or 250.0 KB (whichever is smaller).

I was able to successfully get the .gif to work when I made the file less than 250 KB, but it says whichever is smaller, so when I resize it to 125x125 it doesn't work?

Fail, that is my question/problem it says OR, my problem is that the .gif is 125 x 125 and it won't upload properly.

Now I just confused myself, what does it mean by, whichever is smaller?

Ok.

"The maximum size of your custom image is 125 by 125 pixels"
So you cant have a avatar thats larger than 125x125

OR

"250.0 KB (whichever is smaller)"
If the image isnt 125X125, lets say its 100x100.
and the image file size is 257KB, it wont use it.

If you have a image thats 100x100 and its below or 250KB you can use it.

I promise to rep if you can tell/show me a way to reduce the memory the file takes up without just shrinking the size. I tried lowering the pixel resolution, but that didn't help.

I am using GIMP if that helps.

To get mine to work I had to get a smaller version of it, im not sure how you would make it low enough without changing the size though.

the size doesn't always make the size low.
it ranges from file type, to what color.

show me the image you want

Upload it to Photobucket.com(yes you can upload gifs too), and use the [IMG] code. Thats what I did, and it works fine.
