Punish Masterkennyg for cheating?

Well, today on the new "Hide N Seek" server, we had a little suspicion about KennyG possibly cheating. He kept saying that he knew EXACTLY where people were, and would run right to them. Throughout this period, there was a person in the spectators named "jwdfwjgfdws", which seemed a little odd. After kenny said he knew exactly where Haggard was, I took it upon myself to kick this random-named guy in the spectators. KennyG said no, and that it wasn't necessary. It turns out also, that KennyG asked Haggard yesterday if he could have both of his Steam ID's be in supporter status. Kenny had two players on the server, which was proved when Haggard matched both players to the same IP. Now, tell me this. What do we do with cheaters?

I personally witnessed the horror of kenny's actions. Who knows how things might have turned out if it wasn't for his blatant "hacking"? I say we impose a "speak when spoken to" rule on kenny, I can't think of a worse punishment for him.
