Are sprays not working?

I recently formatted my computer and escape1 was the first server I visited and couldn't see any sprays (but I can see my own.) Turns out my windows firewall was on so I let cs:s unblock, visited some other servers and could see sprays again. But I still can't see sprays on any ZM or SG servers...and apparently some people can and some people can't. I can see template sprays like the bullseye or the "no war" one but not any of the custom pics. Was this changed recently or is there something wrong still with my machine?

Some sprays have been disabled on our servers, some still work but most dont.

I kinda have the same problem.. When I try to spray somewhere in any map, it doesnt work.
I hear the spray sound thingy, but cant see mine or other's sprays :/
What's the problem?

it weird, some admins have told me that they arnt diabled

I can still see custom sprays in the server tho. And I can also spray mine
