Team Killing?!

Ok, So in a few maps i've seen to where people can freekill/teamkill by objects or standing below them when they fall. Two Examples of that is Alcatraz and foxriver. And i was wondering is there any way that for these ways that like the soda machines in foxriver could be made to where you can't shoot them anywhere you please. I have seen/been victim of people shooting the vending machines at teammates and tking them. (before my time as admin) and this gets very frustrating.

I have also seen how T's/Ct's will stand under the secret entrance to the sewers in Alcatraz killing anyone that falls teammates or not, And that has been frustrating as well. I just want some clarification whether for this example is completly against the rules because i have not yet seen an admin enforce this other than me.

i hate when people teamkill at TV-Tower. everyone spamm smokes and teamkills. plzz restrickt smoke at tv-tower.
