So I have a good computer but when I play CSS or GMOD my fps wont go over 30 fps. I tried disabling V-Sync and max_fps 200 but nothing worked. I dont know any other stuff to do if you can help that would be great :)

Your integrated GPU is probably the GPU that is running the game. So If I were you, I would look up on google: "How to make my games use my dedicated GPU"

I'm going to need a general list of your computer specifications - I'm not 100% sure about the general workings of Windows 8, but this should work;

Windows Key + R - Type in dxdiag - then click ok. Next, save the report and upload it up here.

I suggest you download and run speccy, it will show what video card or integrated video you have. Use snipping tool in windows 8 to take a screenshot of it. In windows 8 open metro interface and search for snipping tool.

Yep your limited with integrated graphics even tho it's dx11. You really need a dedicated video card to get better fps.

Your graphics is set to using Intel HD4000. You need to disable it;

According to the screenshot you have two chips:

Intel HD Graphics 4000 (Shit)
GeForce GT 650M

From the reports you've had in-game, I would say you are using the Intel HD 400 graphic chip. If I am correct in presuming this, then you should be able to change it in the BIOS to use the GeForce one.

What is the exact model of your laptop.

I have an HP laptop and in the bios I can set the graphics to either fixed or dynamic. If you have this option, choose dynamic.

I believe u can enter bios hitting F2 or ESC.... It should say when the laptop boots

That is because the i7-3632QM has integrated HD 4000 graphics unit.
