you can prly move half of the sticky offtopic there.

We don't need that, since that's what offtopic is. The only difference from what you described is that your posts count.

Why would you want to make a topic like that?
We really shouldn't have a spam section due to the fact that it would rape the database. If topics like that don't get deleted in Off-Topic, then we need Off-Topic to be pruned periodically (even only once a year).

I don't see why threads like this need to be allowed. It is not worth the harm to the database.
