I cant download any maps in CSS i havnt tried any other games yet. i have been told fastdownload runs off internet explorer and my internet explorer has a issue any website i try it says internet can not display web page, i think its because of my proxy setting is what im guessing.

Stop using Internet Explorer... Use firefox or Chrome

Also just out of common sense get rid of norton. it suuuccckkkkksss

Tools -> Internet Options -> Connections Tab -> LAN settings -> Uncheck "Use a proxy server"

Make sure you have cl_downloadfilter set to all too.
