Okay my problem is this. I tried everything I can think of as well.. But. Whenever I run a full screen game. It could bea full screen game that can run fine on any computer, or it could be a spec hogger game. Either way what happens is that I get like spikes every about 5 minutes, and its only for a second. But it really screws me up if I am trying to surf or in a MG that requires not to lag.. I have no idea why. So simpler put..

Lag on any fullscreen game (requires a good pc or not)

Happens every few minutes

Only happens for a second.

Thanks for the help if possible. Honestly I have a feeling I won't get far though, because I tried almost everywhere to find a fix but no help. :\

P.S. All my drivers are up to date.

the majority of hang ups in game are due to programs running either by you, or background programs,

try running this

it stops all unneccary programs that you dont need while in game

first off, is it ping lag or screen lag? like, next time you play css, make sure net_graph 3 is enabled so you can see if its your fps or your ping/choke that is messing up. this will help us isolate the issue.

as far as my initial assumptions, its either a overheating graphics card, or something with your network (are you on wifi?), or as tinkerbell reminded me, possibly your hard drive could be slowed by constant access of other programs.

If you have a quad-core processor, it could be an affinity issue. This happens to me on Orange Box games for some reason (Windows 7 64bit) and I need to set all hl2.exe games to Core 3. Open up Task Manager and right-click on the process. Go to Affinity and uncheck all of them but Core 3 (or Core 1 if you have a dual-core processor).

i have a quad-core and all of the multi-threading issues for me personally melted away after upgrading from my dual

Hm. Thanks for the fast responses everyone!

I have many programs like game booster. And they prevent me from having fps lag constantly on high settings..

It is FPS lag and pretty sure it has nothing to do internet-wise. For the fact it happens to offline fullscreen games as well. I dont have a quad core either. I'm not to sure about "inside the PC itself" But my fan is set on high, so I doubt anything is overheating in there. Again, thanks for the responses so far :]

haven't isolated it enough yet, but my guess is leaning further to hard drive activity slowing you down, otherwise its the graphics card.

next time it happens, eyefuck the shit out of your HDD light and see if it is being accessed alot when the game chokes up.

It blinks about once every two seconds.

Edit: I highly doubt its my graphics card now, because my brother is running off a 256MB graphics card. And he can run games fine (as long as they don't require much.)

I would try uninstalling your drivers and the ATI software and then running driver sweeper and get rid of anything left behind. You can get it here: http://www.guru3d.com/category/driversweeper/

Then install the latest drivers from ATI/AMD

Have you ever tried removing some of the unnecessary things from counter strike for a fps boost? That could always solve the problem. For example, turning models on the low settings, removing eyes, breakable objects.

that would not cause hang ups, just fps lag

Your meaning? It's not a terrible card...it says 700mb memory (which I assume is really 784 or something else by the right multiples)

Yes, yes it IS a terrible card. A radeon 3100 is an integrated card 90% of the time. If he somehow got hold of a discrete one then there's still really no difference.
