About LinkBacksI've already had to reapply ten people because they didn't meet the min.requirements.

The requirement for Regular, is 100 posts and 60 days on the forums. They would be forced to get active in order to get it.
Just suggestion, please post thoughts about this proposal

Is there a way to make it where non member can't even view or submit the admin application?

I think that is the general proposal. Make it a members only section of the forum.

People seem to lack the capability to read these days. They definitely need to be prohibited from the further pollution of our dear application forum.

The idea of being a regular seems very reasonable, and although there will still be some stupids, there will probably be less. Good idea.

I disagree with this in a way.
While it's a decent idea, they are applying for SERVER Admin, not forum Admin. Frankly, I do not care about their post count or join date, if I've known them for a while from in-game and know how they are in-game, what they post on the forums or when they decide to join, doesn't affect if I support them.
Example: CJ, he isn't active forums or vent, but he plays all the time and is a great player which leads me to believe (and from what I can tell, it's true) he's a great Server Admin.
Activity should be more based upon in-game activity than forum/vent.
