Allow everyone to see applied proposals?

So that regular users can see that the CA's are doing something..

(they can't post on them, just read)

I don't see why not. Not only will it show some of what we do.
If a user has a strong opinion they can PM a CA or above and voice it that way.

I believe it would help show the people that we are actively working on improving the community, so I strongly agree.
