Proposals
Minimum Vote Requirement
I think that this is quite obvious, and has been applied without it being listed in the guidelines. There should be a minimum of 5 CAs voting Yes for a proposal to be marked 'Passed'. This number should not include AO/BD votes.
SA voting on Proposals
Some proposals created here cover big issues (suggested as including new rules and server settings, but not skins, scripts and server events) for the community, or things that will affect the SAs in their duties. For proposals such as these, there should be a parallel poll thread in the SA section so they can discuss and vote on what they think. CAs would be barred from posting in this poll, so as to prevent them influencing SAs (and obviously vice-versa). This would allow us to see differences in opinions on big issues within our community, and also to see which SAs can debate maturely and sensibly (obviously flame posts would be deleted and punished).
SA created Proposals
If an SA comes up with an idea for a Proposal which they think would be appropriate for the CA Proposal section, they should be able to discuss it with an AO, where if that AO deems it important/good enough for a Proposal, they will create it in the correct section. The AO will act as the SA's sponsor in this, and the SA will be given permission to view and post in his proposal thread (allowing him to defend his idea). It was suggested that Venomous’ suggestion box idea could be linked with this.
