as far as i know there is still alot of people how what to know who is giving neg. rep for no reason.

i agree that, what ever it was so you could see who rep'ed you, would be good turning it back on.

The main thing is, do people take it seriously or not?

In a lot of cases people just throw positive rep around for fun, but neg rep is taken seriously most of the time. Sometimes its for dumb reasons, but so is positive rep, but I don't think anyone really cares about fake positive rep, more the abuse of flaming anonymously in neg rep.

I'm not exactly sure, but there was talks about removing the giving negative rep all together and adding the who gave you rep thing for SA+. I could be mistaken, if any other BD or Red confirm this or correct it I think they should know.

only CA+ can now give -rep, red said it somewhere in the SA section and disabled annonyms(spelling?) rep

Yep, Red disabled anonymous rep and only CA+ can give neg rep
